Far too often the best villains and most interesting things happen early on. Get too much and suddenly everyone is so op and every side constantly pulls something out of its ass. He inherited Orochimaru's power and gained sage powers, That, along with being the one responsible for reanimating every big bad there ever was in history (including Madara). Kaguya's the mother of the Sage of Six Paths You need an army to fight a war...... along with the baddest dudes in history as officers Sasuke killed the original White Zetsu.
