Bizarre news, though interesting nonetheless. They're clearly attempting to promote the new Cipher game. Think we'll see slurpee cups? :)

Well...its more advertisement than what Xenoblade X got. Ah well, shows Nintendo has more interest in expanding FE than making Xenoblade a bigger thing (though it probably has more interest in the west).

I think it's because Nintendo knows Xenoblade is more popular in the west and that Xenoblade X wasn't going to sell a lot in Japan anyway (console market is awful there after all).

This actually isn't odd or uncommon in the slightest. Japanese 7-11s are convenient realtors for CDs, magazines, movies, video games... The food is a whole lot better, too, but that's beside the point.

7-11 recently offered exclusive Tales of Zestiria DLC for preorders, for example, and they've collaborated with Animal Crossing: New Leaf before, as well. They do something similar with CDs, too. (Generally unique novelties like pictures or trading cards.)
