Which way does the Eternal Staircase go?

I seem to remember in Birthright that you walk up the Eternal Staircase from the Hoshidan castle to the Wind Tribe village around chapter 8. But in Conquest, you walk up the Eternal Staircase from the Wind Tribe to the Hoshidan castle on chapter 21. Am I remembering it wrong? Which one is right?

I assume in Birthright you go DOWN through the Stairs and in Conquest you go UP.

Yeah, I'm pretty sure it's uphill both ways. It looks like our grandparents were right after all.

Exept the characters explicitly walk up it in birthright, and complain about how steep it is. Later, someone jokes about it.

Maybe it's cursed? Perhaps you have to descend and then reascend, that's the way I was going to treat it in my writing.
