Sephiran was the one behind it all, manipulating everything in an attempt to revive Ashera and cleanse the world. Yeah I agree she plays fair bit of role in the game to be the primary antagonist. Plus don't forget that Sephiran been manipulating the whole event from PoR to RD. Well, Reyson was about to use evil magic to try to destroy Ike and Oliver and their gangs in PoR. I imagine Sephiran felt the same as Reyson at the time.
