I can't disagree since I haven't played Final Fantasy 7 yet, but TVTropes lists Cloud as an example. Here's what it says:

Really ? That's weird, I could have sworn that Cloud make passes to ladies, in his way. I was probably wrong.

There's two reasons that it might be so, to gain a "character development", that really isn't and/or to make the whole thing needlessly long. Seen enough of that stuff to be salty about it.

I'd say that escapism is good, as long as you don't go down the rabbit hole. In the end, we are all a bit escapist.
I'd also argue that tropes are tools, but some have been used so overused and in a not fun way, that you can't see how they could be.

Tifa has liked Cloud since they were kids. Aerith is attracted to the part of Cloud that is emulating Zack. Yuffie largely just likes Cloud's materia, and really doesn't go that hard after him. Priscilla is a child who has a crush on the guy who saved her life.

The only one that really just likes Cloud just because is Jessie.

He is a bit clueless, but he really only likes Tifa back canonically, which probably clouds(hehehehe) him being able to see the others being attracted to him
