Do the stats when recruiting a child influence the max (Cap) stats capabilities of the child?

An example:

Tharja + Gaius just got S support. I entered the Noire Chapter checked her stats. Trained both Gaius and Tharja went back to Noire's Chapter, and noticed that her stats were significantly higher. So if I were to max Gaius's and Tharja's stats would the max stats of Noire be higher then if I were to recruit her with the parents having lower stats.? (and thus she having lower starting stats too)

You got it all wrong. Those are the bases you're referring to. (Bases refer to the stats a character has on joining; caps are max stats)

Anyway, you mean her stat caps? If so, then no. When you recruit a child, their base stats are equal to a third of their mother's stats, third of their father's stats, and their absolute base stats. The caps themselves don't change, no

So then that would mean that you would have to max out all the parents before picking up the child for the best results...

Which would be overkill, even for Lunatic, really. It isn't like it'd be THAT hard to integrate a child unit into the team (unless it's someone like Inigo).

For highest stats when you recruit them? Yes. But that's incredible overkill. The children's stats upon recruitment don't influence their max stats, though, so you won't lose anything in the long run by getting the children now, as long as you pass them the right skills.
