Legendary weapon with cooldown acceleration +1 and fury 3 built into his weapon upon refinement. Also has access to boons and banes though whales are the ones who have control over IVs of 5* exclusive units.

I'd say Atk/Def +1 (Atk/Def +3 total) and a killer effect (not sure if you meant killer or something like Heavy Blade) alongside its original effect is good enough.
