All of these reasons are ripe for exploration, and Victory explores none of them to any degree. To name a quintessential example, we get one montage scene in particular of a couple in the enemy forces, how their dream was to live in a secluded cottage on Earth with their motorcycle, but it's hard to sympathize with them when episodes ago they were quite literally killing civilians and destroying entire cities as their objective. A story of how they wanted to come to Earth and how much of their basic humanity they've had to shed in order to get to their dream would be a delightfully chilling story to follow, but it never materializes, and so the characters' story all rings hollow and empty.
