I think the system goes like this: If you play casually, just for the main game and the fun, or if you're like 8 years old, you don't really need to worry about any of that stuff, but it still serves to give Pokemon varied stats so that almost all the Pokemon have somewhat unique stats. Same with EVs. If you're going to do competitive battling hardcore, it gives you something to nerdrage to for hours on end attempting to find complete perfection.

This of course will not be cracked and disabled within the first several weeks of release and included in all pirate copies from that point forward, thus serving to do nothing but minorly inconvenience legitimate users.

What I mean is like, in normal High School courses, you will be assigned X amount of work, and expected to complete it, as the majority of the class may need to do that work in order to learn the concept. I was wondering if, in AP courses, they assumed you where clever enough to understand the subject properly, and thus assigned less work. Logic tells me yes, but I'm not sure.
