Probably agrees Ice Beam > Blizzard.

Correct.

Doesn't Blizzard's accuracy increase in Hail though?

True. I still prefer Ice Beam because Blizzard has PP issues and deplorable accuracy outside of hail.

I thought it was just accuracy. HAIL TEAM GOOOOOO!

Indeed. Also, that wasn't true until the fourth generation.

Will know that hail teams oft feature Stallrein.

It increases Blizzard's power too silly. :P

Yeah, but Ice Beam pretty much makes any Pokemon faint anyway. Blizzard's only advantage is HeartGold/SoulSilver's Red battle. Though my Vapereon (named Sigurd) pretty much soloed the entire game with its Hail/Blizzard combo.

Will know I'm reconsidering Ice Beam > Blizzard now.

It's useful if you lay down a Sunny Day, though. Especially against Wallace, where his Pokemon's moves are weakened significantly.

Knows it's only useful in a few fights like Wallace's.

Part of Solarbeam's problem lies in the fact that it's weakened in any weather aside from sun.

You should play Touhoumon.

Hmmm....

Not of the opinion that the only good two-turn moves are the ones that make you invincible to nearly all attacks on the first turn.

Knows that one turn Solarbeam also puts Grass types at a disadvantage if they're up against a Fire type. Since Sunny Day also boosts Fire moves.

Another reason why Solarbeam is impractical.

Prefers the fire type.
