It's not that, it's more to do with the fact that using any other decently powered move for two turns does more (or slightly less) damage than Hyper Beam overall, taking the recharge turn into account. Sure-hit moves are pretty weak (the strongest is Aura Sphere, which has a very limited learnbase)... Will know I like the Bolero of FIYAAAAH. They'll simply switch, kill the smogger, and continue on with their evasion teams. Knows Stealth rock on the other hand should be illegal despite the fact that it being illegal makes some pokemon uber. If they switch, problem solved, their stat boosts are gone. just attack with something else then. Also, Steel types lol at Clear Smog. Just attack with something else then.
