Actually, Flamethrower's about the one good move it learns, and most of what it learns before then is weak. I had more problems with Pryce on my Crystal video playthrough. But I didn't have an electric Pokemon for Seel and Dewgong >_> Which reminds me, Candice - or more specifically, her Froslass - was hell for me in Platinum, even without hail. Nitro Charge helps his low speed and Arm Thrust is still decent, especially against Sturdy Roggenrolas. Consider that he can also get both Defense Curl and Rollout. After curling once, Rollout's power doubles. Besides with infinite TMs you can give him the moves you want.
