Well, other than just 4 moves and lack of TM/HM compatibility until evolution. Well, there's also the rarity factor (Tynamo are only found in Chargestone Cave, even even then you only have a 2% chance of finding one, unless you're at the second basement, in which case, it's... a whopping 8%).
