Requirement is that the pre-evolved form must be obtainable BEFORE Elite 4. I see. Am not playing competitively and I'll probably use my old Crystal team. No environmental stones in HGSS. Considering how Srs said "only pokémons that can be obtained before Elite 4", I presume trading isn't an option for him.
