And I didn't even know you could get the Moon Wand by the time you reach Archangel. In that case, I really don't know for sure what the Ignore Properties means. But the ignoring defensive stats might be it. I doubt it could pierce through both Vitality AND Strength, because that would be too good. Eh, most of his attacks hit whoever is in the front. I simply placed Serene in the back, where only Burning Gallows (and the last hits of Rosen Kreuz) could hit her. (I usually use the 1-2 formation.) As for the Moon Wand, I'm sure you know that you need to talk with Soala in the intermission between chapter 2 and 3 and give her all your staffs. Then you need to get the Golden Egg in 3-9 (which also has the item that you need to start a 3 chapter long quest to get the Silvia). As for as I'm concerned, it probably ignores VIT.
