Celice
They start at 2C85E00 and run for a little while down. The palette was before them for the last game, if memory serves, but I didn't see it. Anyone running an emulator could just lift it from there without a problem. Uncompressed, same GBA "format" as always. Little pictures always make item lists look nice :)
Crimson Red
Alternatively go to the 'icon' folder in the 'unpacked' NDS ROM and load the item.cg file in any program capable of editing raw image data (cough, GBAGE) and load the palette from item.cl (for GBAGE, you'll have to copy/paste item.cl into item.cg and then load it there because GBAGE can't load external palettes). Terrain icons work the same, I'm guessing. To be honest, I haven't checked either of them. :\
Celice
They're right next to one another, and the icons for menu stuff like weapon level icons and such too. It's all the same drivel, at the end of the day~

VincentASM
Yeah, I'll be including them once I've finished the entire list. Right now, you can just go off item stats at least ^^
