It's not really a BOSS, per se, but probably the Laser Eye in chapter 3 of Shining Force. It takes a few turns to charge up, but once it's fully charged, it attacks EVERY unit in range, including enemies. And before you ask, no, you can't cheese it by making it only attack enemies. I liked Mangs' randomized FE6 LP, where he had about 4 bards in his party, which made things interesting. I also like Ghast's FE LP of Gaiden, as I've never played that game, and maybe never will.
