I would assume that 'grounded' means 'on the ground', which is generally everything that isn't flying with a few exceptions like Fleets, and arguably Phantoms and Japanese Gorgons (who appear to be on the ground but can ignore terrain penalties like a flying unit). Maybe Mogalls as well, since they don't face bow effective bonuses like traditional flying units. Anyway, Abel.
