At least, I assume it's a threat, because I can't imagine Jamka cares a lot about his "obligations" right now. So my guess is Sandima is threateing to do bad things to the kingdom or to the king. But the dialogue doesn't read that. It just agrees with what he says on the surface. Why? Let's leave Sandima alone with his vulnerable father and threaten to kill Sandima when he comes back after he has been threatened. And attack the people that come to bring peace. Yeah!! oh my god the creepy guy lied but he's been find out And they will definitely listen to creepyguy because everyone does. Even Jamka.
