It's slowly happening with other things as well. Look at swearing in media, and TV ratings. There can be swearing in television shows that can get a PG rating now. Bitch is an acceptable word to use on TV with no censor from my experience. Jem was a kids show, and it had an episode about drug addiction. That would NEVER be allowed today. What I don't get, is what makes the female nipple so special that it's effectively the only area that has to be covered. Censors obviously aren't worried about objectification, so it seems like they think that nipples are somehow directly corrupting children, regardless of context.
