BW/BW2 are after the Johto games, so Janine is there instead. Similarly, Wallace and Blue do not participate in their region's tournaments or World Leaders, they appear in Champions alone. It's really just preference but honestly I think the story works sliiiightly better in Black, and I only say that because N getting the ideal pokemon and the player getting the truth pokemon makes a little more sense imo.
