Their conviction rate is 99.7% As a consequence of that, the prosecution doesn't even charge it if they aren't entirely sure they can get a conviction. They intentionally do not take something to court if there is room for doubt. I'm sure there are politics involved, too. I appreciated the social commentary, what with the Jurist system and all.
