Unless they went against Awakening's and Hinoka's design, Tsubaki doesn't seem to show leg, instead having them covered in black, which possibly be pants. Anyway, the shot isn't anything definitive, but the portrait and voice would make me think that he's male (unless they're pulling a reverse Libra).
