It balances some character growths, the enemies and also increases the hitrates of axes and lances. Characters like Wolt or Gonzales are finally usable now. Ofc, even with his low accuracy, you know that if he does hit something, it dead. I also found that he makes a decent tank when he has Armads equipped.
