The raccoon will see the shiny thing, and reach into the hole and grab it. However, the raccoon can't pull its hand out of the hole while holding the shiny thing. Raccoons are apparently too dumb to realize this, because they won't let go, and they get trapped.At least, that's according to Where the Red Fern Grows. I haven't found a definitive answer as to whether it works IRL. Edit: Apparently it works better with food instead of a shiny thing. Though the trap is apparently illegal.
