That is my opinion in that matter. Mewtwo was planned to be in Brawl, but was scrapped due to unexplained reasons (time constraints is the general verdict). He's being released in Spring as he's still under construction; he's being made from the ground up, I imagine some parts of his animations and models are rough at best right now, and he has to be, like you said balanced. Reusing Mewtwo's data from Melee and balancing him that way would have been a lot less costly than creating a brand new character, and then balancing the new character No Final Destination, No Fox, Items only This sounds terrible. Lucario is probably for that reason, aye. And he's probably still with us in Smash 4 because his aura mechanic makes him unique.
