It MAY be in the now dead wifi's bonus content, in which case, you have to get an emulator and a DQIX sav editor to unlock him. The annoying part was getting through the game for the third time so I could get post game things. Because let's face it, DQIX post game >>>>>>>>>>>>>>> DQIX main game. It's less annoying in IX due to changed encounter mechanics, though.
