Perhaps he would eventually develop a eugenic mindset, it wouldn't be surprising. The idea of eliminating all criminals seems nice, but their sentence shouldn't be judged by a sadistic sociopath. That's...pretty cool right? It'd be the first step towards world peace, and almost everyone wishes for world peace at some point in their lives. (Mostly during grade school, but hey). That and he immediately killed Lind L Taylor without any hesitation or remorse. Light was never very a sympathetic character. When he lost his memory, he was shown to be a good person who wished to get rid of Kira. So he would remain good if he never found it.
