The international Nintendo Directs so far made it clear that this is a 3DS game, they have never mentioned anything about being N3DS exclusive. There is absolutely no reason for them to make it N3DS exclusive after we already have predownloads confirmed for regular Japanese 3DSs. No. All 3DS family systems are supported by NOA, which includes 2DS, 3DS, 3DS XL and new 3DS XL. Some games are only compatible on new 3DS XL because they require the extra hardware power. So far, only two games fit this criteria: Xenoblade Chronicles 3D and Binding of Isaac. Fire Emblem if will be playable on all systems, in all territories.
