I didn't take daylight saving time into account, otherwise I should've voted for UTC + 2.

Arizona is UTC -7 the entire year

Maryland is UTC -4 for half and UTC-5 for the other half

I think your still considered being in the same time zone regardless of daylight savings. At least I never seen anyone suggest we'd moved out of GMT during daylight saving periods.

Daylight savings is weird, for example I'm usually MST but during daylight savings I am MDT, because not everybody does daylight savings. So I am Generally -7 but right now I am -6 it's stupid but thats daylight savings for you.

The problemen lies in the fact that not everyone enters daylight savings at the same time... Just because Greenwich/UK enters DST doesn't mean every other country does at the same time. (If at all) It's a true nightmare when doing international business.
