Raven probably won't need it that much unless you intend to do solo runs. Bartre is practically impossible to use it as he will get screwed easily....so who really benefits from it? Most early game axe-users are kinda garbage, like Dorcas and Bartre. And once your good units, like paladins and heroes can use axes, you don't really need to train their rank as much, just get to killer axe rank and that's all you need. It's worth noting the formula is designed to never have a 0% backfire rate, as the GBA luck cap is 30, meaning the minimum chance is 1%.
