Depending on which chapter you're talking about that is in FEs 7, 8, & 10. Although they are often highly recommended for unit choices, most likely they have to be taken into the endgame. (FE10 Elincia becomes the only exception after clearing part 2 and the hawk team's chapters in part 4.)
