Blu-ray movie media are... so the functionality to region lock for games IS there if they choose to. Which just happened for P4: The Arena for SOME reason. Because P4A (J) had all the English stuff voice options in it. (Even though the story dialogue I think is it japanese but I think most would just play for the gameplay, not really the story) Rage harder, Rey. Not to defend him or anything, but since the MC from Catherine was seen in P3P, technically he's in the same universe as Persona, which is considered a spinoff of SMT.
