It makes little difference in PoR, but in RD you have -10 to +10 to your hit, and then the enemy has the same thing on their hit and avo. Basically, instead of say 20% hit rate against you (which is really low in true hit) you can instead face 40% or 0% (and 40 when converted to true hit is a vast difference from 20 in true. A lot more than double). In RD it can make a huge difference. Heather is a dodge tank on EM and NM when on best bio, but putting her in the same spot while she's on worst is like suicide (at least on NM). But I'm an EM/NM scrub so I guess I can never really see it's effects. One day, I will play RD HM one day so perhaps then I will pay more attention to it.
