Sure as fuck wasn't necessary for me the first three or so times I've done 4-E-5 without it. Did you forget who you were talking to? ANYWAY, to kick things off with a bang: you'll never know. EDIT: In fact, I've only GOTTEN Fortify once in my time playing FE10, so I'll say it's not necessary.
