How does one make a patch for an NDS ROM?

1) Tsukiyomi is outdated

2) You won't get anything out of using patchers typically used for GBA hacks (though they can be used for other things) on NDS ROMs, most of the time. Those patch formats just check what data has changed at what offset. When data shifts like it does in most DS hacks that means the data at an offset is usually different than what it was before. Thus patches will tend to include most of the file itself--i.e. you'd be uploading a file almost as big as, if not as big as the ROM itself. The solution, like zahlman said, is to use xdelta.
