I tend to refer to Jigglypuff as female as well, considering the gender ratio is skewed in favor of females, and the palette swaps in Smash generally have feminine headwear. Well, because in Gen IV it was revealed that male and female Pikachu have a difference in their tails (females have a small portion missing), so in theory, this makes the Smash Pikachu, which keeps the default design, that of the males, as, well, male. Other possible evidence is that it's alternate costumes involve having the accessories from the male PC's. The cap, goggles, and band are from Red, Gold, and Ruby respectively. The tail. Hey, Acacia.
