I just bought a Master/Second from a wandering merchant immediately after completing Ch4, and another Master after completing Paralogue1 Just throwing it out there. I didn't care enough to differentiate between chests or villages when I was scrounging around, and I think the wiki I was looking at just had them in the same sort of "prep window". I'm not sure my failing to note which is which will be entirely relevant though, unless someone's doing a playthrough where they fail to have thieves or something (think draft), and need to budget their chest keys. I'm doing a run on Hard with some extra restrictions and just realised I needed to figure out how many Master Seals I'd need to buy (one of the restrictions is 'no merchants and no revisiting shops you've already passed) so this was perfect.
