I believe it says that he's like Marth and that Chrom is the descendant. Tiki also says that Chrom's personality is closer to Anri than Marth, IIRC. We know that Loptyr was originally an Earth Dragon from Archanea who blood bonded with Galle. Tiki says that Chrom is not like Marth, but another ancestor 1000 years earlier in the bloodline. My theory: The Exalts of Ylisse are not only descendants of Marth, but also of either Seliph or Julia, and the Mark of the Exalt is the same as the Mark of Naga. Grima is the risen form of the entire Earth Dragon race (this would explain why he controls the risen). Remember the death quotes of Medeus in FE3 and Loptyr in FE4.
