You can do a RR-ish sorta thing and make Garcia a lv. 1 Warrior who starts in Prologue while Seth replaces Garcia 2 chapters later as a Cavalier. Same with Ross and, say, Dozla.

I like that idea a lot. And perhaps Gerik can swap places with Duessel as a ranger...though his stats would be insanely good. Though, he'd be bow locked...

Go with what the game gives you as bow users. The only thing you should do is Eirika and Eph Archers because it's cool and you have to use them anyway. Anything else goes against the challenge. My 2 cents.

Alternately use Nightmare to reclass every tier 1 unit to archers. Prepromotes have a 33% chance to be reclassed to Sniper, Ranger or Warrior.
