Because if it was beorc language then it wouldn't make sense since in FE9 all the beorc are all like "I DIDN'T KNOW THAT THE WORD LAGUZ EXISTED!!!" and it can't be in laguz language since Mordecai says that they just use growls or the beorc language to communicate.
