I said the enemies cheese the hit rates a bit because they get basically infinite attempts at low hitrates, an enemy with a Steel/Killer even at 40% makes you scared, for example. 1 miss doesn't screw over the enemy, but it only takes 1 miss for the player to get screwed over and make them mad. It's a mental thing: In FE6 you will see many <70%, since that isn't a good hit rate most players will never even attempt to attack, so those 70% might as well be 0! In FE5 you have so many things to boost hit rate(Leadership, Charisma, Supports) but even if you hit every 20% you see, it only takes 1 miss at 99% to piss a player off! Game design!
