Madara becomes the Sage of Six paths and was immortal for a long time with infinite chakra,.....before even becoming the Sage of six paths. Kakashi is high tier for his broken, spamable move Kamui. And he gets a power up( temporarily)so out of left field he's above Madara base level. Raikage mid mid tier. I'll ask about the other Hokages later... Minato got turned into Madara's bitch easily(Madara ripped both his arms off and knock him and Gaara out with it( Even Gaara is better than Minato). The rookie nine used some very OP abilities during the final battle( Sakura has that OP healing ability Tsuande has, Shino can grow bugs in your body and eat you alive, Chojo goes super sayi.....butterfly mode, etc). As for the war, you can't really say, since he doesn't really do much, besides teleporting things away and sharing chakra w/ Naruto. I'd say its unclear. It wasn't Minato's fault at all though. It was more of Kakashi's fault if anything, and even though kakashi felt a lot of remorse (particularly when finding out who Obito really was) he still managed to be more badass than the fourth. Also the third went against his former student, the first, and second.He did pretty well too. Though he did have the time to gain the resolve against his student.
