Maybe that's just me. She does look a bit more mature in Radiant Dawn with long hair still (3 years passed after all) but still looks really young to me. Improved looks mostly depends on the girl. For the most part, I appreciate hair that's just about shoulder's length (give or take either way). But she has so very poor Str and Def meaning she can do a decent(but not so great) damages as well as making her quite fragile at the same time. That's why she's pretty bad.
