At least unless we're talking about someone named Mark in which case is then a person, but the question being in front of the name is more of a command than an identifier since we're being told to question Mark. After which point it doesn't make a lot of sense to ask who is Question Mark since it's grammatically incorrect to ask who a command is and more so to ask what it is.
