I sometimes call Heidern (from King of Fighters) Colonel or GODLAND, because of how he is heavily based off the GODLAND Colonel from Hokuto no Ken. Just a difference in personality, goals and profession, otherwise they're pretty much the same.

Shading's too plain. Unless that's intentional, I'd say to use more shades. There's also how awkward it looks to have one side of his face be dark and the other side lighter. I almost thought that was the design of the character, but I googled some images and it doesn't seem to be the case. Nice work, otherwise. EDIT: Whoops, I meant more shading and more contrast between the shades, not more shades.

You can chill in hot weather too. If you're outside, just buy a bottle of water and pour it all over yourself or take off your clothes. If you're inside, turn on the air conditioner.

There's also Brocken from World Fighters. He's a lot more obscure than Guile, but he's a fusion of Stroheim from JoJo and Brockenman/Brocken Jr. from Kinnikuman. Unlike Guile, though, he's actually a cyborg.
