In Hard Mode, there is one bandit that you have to kill (the rest will attack the snag and try to pile into the island). In Normal Mode, the southwest is empty.

I was referring to the fact that enemies come from the southeast, southwest and north, but then realized that by going east a little it could be possible to choke the southwest and north with one unit.
I'm a bit confused.
Columns are labeled A through Q
Rows are labeled starting at the bottom with 1. I'll try to illustrate that on the map.
I put Hector at H4 (and moved him to H3 to reduce damage intake).
Marcus went to P2 (after the reinforcements were done at start of turn 5, he could go back and help out Hector. Heck, I might have been able to send him up to the village).
The AI will not attack from the west if you keep your units out of range. Having them rescue each other is a big help, and Matthew using a torch will let you make sure.

The AI is stupid, and does not try to go around the river.
Unless you put a unit in range, of course, but that shouldn't happen, there's plenty of room.

I just did 13x with a low-leveled Hector. The strategy does require a bit of cleverness, but I don't see a need to allow meatshielding. All it would do is let you grab the cash with Marcus, and I want to reward anyone who can afford to send someone to the village.
How's this compromise?
If you want to get the 5k village, you cannot meatshield (you must take a penalty if you do). Otherwise, you may meatshield (no counterattacking allowed, obviously).

No, you can't end 13x early. If you have only Marcus and Hector, it might be possible to guard the south area (Yeah, it's dondon's strategy). You need to rescue Merlinus with Lowen and have all your undrafteds rescue each other. I'll check it out and see if I can beat it with just Marcus and Hector, then report back.

Yeah, Matthew can open doors in chapter 11.

I agree, the chapter is irritating without Matthew, but Hector is capable of soloing it efficiently. I'll let everyone else weigh in before I give an official ruling.
Edit: I'm leaning toward allowing an undrafted Matthew to collect the Red Gem but to avoid combat.
Undrafted characters may rescue NPCs.

Yeah, I didn't see anything in the OP about it. Without Lyn mode, Lyn is incapable of doing anything. Seriously, game, why level 4? But, yeah, it's really hard without getting insanely lucky, so I hope that they are free.
It's enough luck that my Priscilla has to survive at least one hit of two in order to get Hector onto the Mountain tile on turn one.

Undrafteds are not allowed to shop, correct? I want to make sure as I'm on chapter 16 and Lyn absolutely must do some shopping, but I'm having trouble figuring out how to keep Kent and Sain out of combat.

20 attack value (weapon might + strength/magic + weapon rank) sounds good to me.

Since we can only forge iron weapons and fire tomes, why not just say that you can use a forged weapon up to X atk value when equipped, that way the forge becomes less important later in the game and helps prevent RNG screwage. It's quite a shock to go from an effective 17 STR to 13 STR, don't you think? The forge is pretty cheap after all.

I really don't think it's worth leaving out Bartre and Dorcas to save, what, 6 turns on one map? I have to believe that they save more than that throughout the game (they will be useless if you never use them until Kenneth's map).

It doesn't seem to be affecting the speed of his turncounts, though. I am struggling to even envision how I can match his pace. Blessed Marcus with a Silver Axe does buoy my hopes, though...
