Honestly, it doesn't make any sense for it to be anything else but increasing in power with the gold you have. His wording implies that it could be powerful, if you're frugal, meaning not spending your money. Plus the description of the weapon lends to this hypothesis, too.

Maybe you get gold for using it? Or it sells for more the more you use it? EDIT: The more gold you have, the stronger it gets. Case closed.

Yeah, Buck is extremely powerful. Primefusion made his rates better than everyone else already because he is an archer.
