These two phrases are mutually contradictory. Having the church meddle in state affairs is forcing your religion on others. Also, it's absurdly laughable to think that seperation of church and state is there purely to keep the state out of religion. If anything, Freedom of Religion is what covers that. The whole point of seperation of church and state is to stop a nation from being governed by religious ideals. Theocracies are generally considered a bad thing in a modern context.

Durarara!! has a phenomenal story, and extremely likeable characters, as well as action that's pretty fun, and its also pretty novel in the way things happen. It basically follows a series of connected events in a sort of seedy city, often making it so you don't really understand what was going on until the very end of that bit (this is done quite well). I guess a major theme in it would be things not being as they appear.

I don't really think Lelouch was morally bankrupt. I mean, he made some nasty decisions, but his situation was also a lot different (Light lived in modern Japan, Lelouch lived under a regime that officially endorsed racism and discrimination), and his intentions were always to carry out his plans for the sake of others.
