Eh, Cess riding on a horse and doing magic honestly isn't different much from standing on foot and doing magic, so that's fine by me. Doing anima magic is more questionable though. He doesn't use it in fighting, and it just speeds up traveling a little bit. Once Heinz is healed, he can walk again. Sure, why not start a brawl.
